Diakonia is a Swedish international development organization with the overall goal to change unfair political, economic, social and cultural structures that generate poverty, inequality, oppression and violence. Diakonia works with the most vulnerable people, local partners and other strategic actors for the fulfilment of the right of all people to live a life in dignity - irrespective of age, class, disability, ethnicity, gender, nationality, political conviction, religion, or sexual orientation and identity.

Diakonia has about 400 partner organizations in 30 countries. In Sub-Saharan Africa Diakonia employs 100 staff at country offices in Mozambique, DRC, Zimbabwe, Zambia, Uganda, Kenya, Somalia, Mali and Burkina Faso; and the Regional Office in Kenya.

Diakonia in the DRC is a key actor when it comes to ensuring accountability of decision makers and promoting a democratic culture, human rights and gender equality. The majority of our work is implemented through partner organizations.

We are expanding and are looking for an experienced Programme Manager to lead a three-year programme supporting the DRC civil society focusing on democracy, human rights and gender equality, funded by Sweden.

Key responsibilities

  • Overall responsible for an effective and accountable implementation of the programme

  • Ensuring results and budget control

  • Lead the programme team (3) in the day-to-day work

  • Interact with the partner organisations (8) ensuring a one-programme-approach

  • Track the programme indicators while ensuring the effectiveness, efficiency, relevance and quality of the intervention

  • Be responsible for the design and implementation of M&E tools and activities

  • Produce quarterly and annual narrative reports

  • Oversee the financial reporting

  • Advise Diakonia on how to implement the programme with a conflict sensitive approach; both when it comes to the various armed conflicts in the DRC, the political conflicts and the conflicts within the civil society.

  • Support Diakonia’s partners and build their capacity to manoeuvre in a conflict environment ensuring that the programme has at minimum a do-no-harm footprint, and aiming to contribute to conflict resolution

  • Develop and put in place digital and physical safety and security protocols and routines, both for Diakonia and for the partners

  • Design, launch and manage a safety mechanism for human rights and democracy activists

  • Communicate the programme externally and internally

  • Be part of the DRC Country Office and contribute to the overall development of Diakonia’s DRC Programme

Education and competencies

  • Advanced degree in Development Studies, Political Science or related fields

  • Proven experience in Programme Management in the Sub-Saharan Africa region

  • Experience from managing staff

  • Deep knowledge of the programme’s thematic areas i.e. democracy, human rights, and gender

  • Experience from working in a conflict context

  • A minimum of five years (5) relevant experience

  • Good command of French and English

Terms and conditions

The Programme Manager is based at Diakonia’s office in Kinshasa and reports to the DRC Country Representative. Frequent travel within the DRC is expected. Apart from a basic salary Diakonia offers accommodation, health insurance and housing. This is a non-family posting.
